📌 Decreto Flussi 2026–2028: New Rules for Legal Work Entry to Italy
The Italian Government has officially approved the Decreto Flussi 2026–2028, as provided by the DPCM of 2 October 2025 and published in the Official Gazette (Gazzetta Ufficiale) on 15 October 2025.
This decree sets the maximum number of non-EU citizens who will be allowed to enter Italy legally for work purposes over the 2026–2028 period.
Its main goal is to address labor shortages in key sectors of the Italian economy.
📊 How Many Entries Are Planned
The decree authorizes a total of:
👉 497,550 work-related entries over three years
Annual breakdown:
- 164,850 in 2026
- 165,850 in 2027
- 166,850 in 2028
This represents around 45,000 more permits compared to the 2023–2025 period.
A significant increase is dedicated to:
- non-seasonal employment
- family care and social-health assistance (caregivers, domestic workers)
🏗️ Main Sectors Covered by the Decree
The quotas target sectors where Italy faces a chronic shortage of workers, including:
- agriculture
- construction
- logistics and transport
- tourism and hospitality
- manufacturing and industry
- domestic work (caregivers, housekeepers)
- social and healthcare assistance
- other sectors with strong demand for foreign workers
The exact distribution of quotas by sector is defined each year.

An important update: pre-filling applications is mandatory.

👉 From 23 October to 7 December 2025
During this period, employers must:
- access the official portal;
- pre-fill all applications in advance;
- carefully verify all required data.
⚠️ Without pre-filling, participation in the click day is practically impossible.

Applications must be submitted on specific dates:
- 12 January 2026
👉 seasonal work in agriculture - 9 February 2026
👉 seasonal work in tourism - 16 February 2026
👉 non-seasonal work for:- countries with bilateral agreements
- specific professional categories
- 18 February 2026
👉 other categories of non-seasonal work
